Abstract:
To provide a video decoder, a video encoder, an encoding method, a decoding method and a program which realize scalable coding concepts such as for scalable video coding.SOLUTION: A method by a video encoder introduces a long-term syntax element structure which guarantees that an image of a subordinate layer is re-divided when a specific value is assumed for a prescribed period larger than a time interval of a short-term syntax element to a video decoder such that a boundary between space segments of an image of a second layer covers each boundary of a space segment of a first layer, and improves parallel decoding of the mutually-dependent layers of a multi-layer video data stream.SELECTED DRAWING: Figure 1
