At lest one of an anti bacterial agent, mildew-proof agent, and anti-alga agent of organic series is added to a binder. To the binder, at least one of the anti bacterial agent, mildew-proof agent, and anti-alga agent is added with DOP used as dispersant. The execution of works includes, mixing rubber chips chiefly containing ethylene propylene rubber with the binder, pouring the obtained mixture to the underlay surface 2 to be worked, and leaving the part to a curing process in this condition, and thereby an elastic paving material 1 of field-work execution type is formed.
