PURPOSE: To obtain an elastic sheet having strong bonding effect representing the elasticization, by using a woven pile fabric or nonwoven fabric as a base, applying a polyurethane resin to the back surface opposite to the surface having incorporated fiber in such a manner as to prevent the penetration of the resin to the surface, and curing the resin.

CONSTITUTION: A pile woven fabric or nonwoven fabric is used as a base 1. A proper amount of a urethane resin 4 is applied to the back surface 3 opposite to the surface 2 having exposed incorporated fiber. The amount of the resin is controlled to prevent the penetration of the resin to the surface 2. The impregnated resin is cured to obtain an elastic sheet 5. The elastic sheet 5 having the above structure can be bonded to the surface of an asphalt pavement with elastic and strong adhesive force, by bonding the surface 2 of the pile woven fabric having incorporated fiber to the surface of said pavement 6 using an adhesive 7.
