PURPOSE: To provide a comfortable warming in accordance with the current environment from time to time by comparing the output of a temp. sensing means with the output of a temp. setting correcting means, and thereupon controlling the power feeding.
CONSTITUTION: A temp. sensing means 5 senses the temp. of a heat emitting element 2 using a temp. sensor 3, while a surface temp. presuming means 11 presumes the surface temp. of the body of a carpet on the basis of the outputs from the temp. sensing means 5, a room temp. sensing means 6, the clocking means 8, an electric conductivity sensing means 9, and temp. setting means 10. A mean calculating means 12 determines the mean of the difference between the output of the surface temp. presuming means 11 and the output of the temp. sensing means 5. A temp. setting correcting means 13 corrects the output of the temp. setting means 10 by an amount as the factor corresponding to the mean of the difference which is the output of this mean calculating means 12. A control means 14 compares the output of the temp. setting correcting means 13 with the output of the temp. sensing means 5 and controls a power feed control means 7.
