This electric contact includes: a first conductive layer 12; an insulation layer 13 buried in a surface of the first conductive layer 12; and a second conductive layer 14 arranged by covering the first conductive layer 12 on the side having the insulation layer 13 buried therein and the insulation layer 13. The electric contact is so structured that the insulation layer 13 has holes 16 formed in its thickness direction; the first conductive layer 12a is arranged in the holes 16; and the first conductive layer 12 and the second conductive layer 14 are electrically connected to each other through the first conductive layer 12a arranged in the holes 16.
