To provide a winding electric double-layer capacitor of low resistance which is possible to prevent a fine short-circuit.

The electric double-layer capacitor has a laminate of a positive electrode 1 and a negative electrode 2 forming an electrode layer on a charge collector, sequentially in the order of the positive electrode 1, a separator 3, the negative electrode 2, and the separator 3. Capacitor elements 4 thus laminated are wound with the positive electrode 1 rounded up internally, and packaged in a bottomed cylindrical case. The opening of the packaged case is sealed with a cap with a positive terminal 5 and a negative terminal 6 connected to the positive electrode 1 and the negative electrode 2 and led outside. The bent positive terminal 5 and negative terminal 6 are bit to the positive electrode 1 and the negative electrode 2 rounded up at the outmost periphery of the capacitor element 4.
