A revolution fixing means 300 temporally fixing and locking a non-coupling operation of the one-way clutch 200 is provided. In the start of the engine 49, the revolution fixing means fixes and locks the non-coupling operation of the one-way clutch to transmit a rotational driving force of the electric generator 1 and start the engine. After the start, the fixing and locking of the non-coupling operation of the one-way clutch by the revolution fixing means is released. When engine speed is increased, the one-way clutch is switched to a coupling operation to transmit the rotational driving force to the electric generator. When the engine speed is decreased, the one-way clutch is switched to be in the non-coupling state to shut off the transmission of rotary inertia torque to the engine.
