A first clutch 16 regulates a rotating range of the mirror body 1 between a using position and a storing position by being engaged to an engaging part 19 provided in the mirror body 1, and allows rotation displacement of the mirror body 1 by releasing of the engagement to the engaging part 19 of the mirror body 1 when external force for rotating and displacing the mirror body 1 acts in a direction exceeding the range. A second clutch 17 rotates and displaces the mirror body 1 by transmitting driving force of the rotating and driving mechanism to the mirror body 1 by being engaged to an engaging part 20 provided in a sun gear 9, and makes the sun gear 9 into an idle turning state by releasing of the engagement with the engaging part 20 of the sun gear 9 when external force for rotating and displacing the mirror body 1 at the using position toward the storing position acts. The first clutch 16 and the second clutch 17 are integrally formed on a support shaft 5 of the mirror body 1.
