To provide an electric motor rotation speed control device and a rotation speed control method which detect a rotation state of a wheel such as idling or locked state with high accuracy and control rotation of the wheel according to the rotation state without requiring almost any new additional components.SOLUTION: In an electric vehicle, a plurality of motor control sections 5 respectively has: a rotation speed detection section 60 which detects a rotation speed of an electric motor 8 installed for each of 4 wheel axes of the electric vehicle; a rotation speed comparison section 68 which compares two rotation speeds among the detected rotation speeds of the respective electric motors and determines whether or not a difference between the two rotation speeds exceeds a reference value on the basis of a comparison result; and a torque instruction value detection section 57 which reduces instruction torque of either of the electric motors used for comparison on the basis of operation state of the electric motor and the comparison result when the difference exceeds the reference value.SELECTED DRAWING: Figure 3
