The manual operation unit 102 includes a manual operation part 111, a holder 119, and a torque limiter 113. The torque of the manual operation part 111 is transmitted to the holder 119 via the torque limiter 113. The actuator is operated by connecting the holder 119 to a rotating shaft of a gear configuring a reduction gear of the actuator.
