This device is provided with a steering shaft connected to a steering wheel, a steering state detection means and a worm wheel provided on the steering shaft, an electric motor provided on the worm shaft to impart steering assist torque to the steering shaft, a power system substrate mounting a semiconductor switching element for supplying power to the electric motor, and a control system substrate mounting a microcomputer for controlling the semiconductor switching element based on the steering state detected by the steering state detection means. The control system substrate has a shaft insertion hole at a substantial center part, and is provided between the steering state detection means and the worm wheel in a state of the steering shaft inserted into the shaft insertion hole.
