An auxiliary rotating shaft 22 and a main rotating shaft 19 rotated on the basis of the operation of a steering wheel are arranged in the state their mutual central axes α, β cross each other. The driving frictional surface 26 of a drive disc 25 fixed concentrically to the auxiliary rotating shaft 22 is frictionally engaged with the driven frictional surface 42 of a driven disc 28 supported concentrically with the main rotating shaft 19. The deceleration ratio of a speed reducer 17 can be increased by increasing the ratio of the diameter of the driving frictional surface 26 to the diameter of the driven frictional surface 42. The rotating speed of an electric motor 5 can be increased for this portion to enhance the energy efficiency.
