PURPOSE: To simulate complicated faults in an actual system and train operator by storing the complicated operation of a faulty equipment of the actual system in an electronic computer.

CONSTITUTION: System state information is passed from an electric power system monitor and control means 105 to a before-fault system state storage means 703 to store the system state right before fault occurrence. Then, an electric power system state change storage means 704 stores all state changes generated right after the before-fault system state storage means 703 stores the before-fault system state. Here, data required to register state change information of a training scenario storage means 107 such as the facility code specifying an equipment having a state change and the state change time are all stored. Further, a system simulation range determining means 705 determines until when the electric power state change storage means 704 stores the state changes. The stored actual system data are stored in an actual system data storage means 706 and stored in respective storage means by a training scenario editing system (actual system) 707.
