An electric steering locking apparatus 10 includes: an electric motor 15; a motor driving control unit 31 that allows a locking member 13 to perform locking actuation or unlocking actuation by the electric motor 15; and a lower-level microcomputer 27 that outputs an unlocking actuation signal and a locking actuation signal to the motor driving control unit 31. The electric steering locking apparatus 10 is provided with: the first switching unit 34 that electrically connects and disconnects the motor driving control unit 31 and the electric motor 15; a checking power supply 36 that applies a predetermined voltage to the electric motor 15; a switch unit 37 that electrically connects and disconnects the checking power supply 36 and the electric motor 15; a first diagnostic unit 41 that outputs a voltage corresponding to an internal resistance of the electric motor 15; and a motor breakdown determination means (lower-level microcomputer 27) that determines a breakdown of the electric motor 15 by the voltage input from the first diagnostic unit 41.
