To provide an electrical heater, such as an electrical rice cooker, capable of reducing power consumption as much as possible by not consuming electricity of an AC power when not needed.

The electrical heater includes: an electric heating means for heating; a power circuit 30 for driving the electric heating means; and a microcomputer control circuit 40 for controlling the electric heating means, and automatically turns OFF the supply of power to the power circuit 30 in a standby state of the implement, and supplies the power by turning ON a power return switch SW1 when necessary. In such configuration, the unnecessary power consumption in the standby state can be reduced to a substantially zero level, obtaining high energy saving effect. Even in the same energy saving standby mode, the power can be supplied by turning ON the power return switch SW1 when necessary.
