An electrically conductive base layer 1 consisting of a rubber composition is coated with a coating layer 2 dispersed with grafted carbon black. The grafted carbon black gives a good dispersibility even to a variety of polymer materials which are used as the surface coating material of the electrically conductive belt or the electrically conductive roller, and is uniformly and evenly dispersed even in the thin coating layer. Adjustment of the additive amount allows the electrical resistance of the coating layer to be precisely adjusted to a desired value.
