The electrically conductive polymer soluble in a solvent is obtained by rendering the following component (A) electrically conductive by using the following component (B) as a dopant. The component (A) is a π-electron conjugated polymer and the component (B) is an oxyalkylene-based compound having at least either of the functional groups of a sulfonic acid group and a sulfonate group, and a fluorinated alkyl group.
