An electricity generating and receiving plan creating system in a connecting drainage system with a plurality of dams and generators comprises an initial schedule creating means which creates a plan of start-stop operation of generators based on a demand forecast, installation data of generators or the like, and an operation schedule revising means which revises the plan of operation for minimizing an extent of deterioration in economical efficiency from the initial schedule in order to meet operational restrictions of the generators and dams based on the initial schedule created by the initial schedule creating means. The initial schedule creating means has an arithmetic means to equalize an amount of water used for generators up the dam and down it.
