In the electrifying roller 2 provided with the protection layer 13 formed on the surface of a semiconductor elastic layer 12, the protection layer 13 is formed by applying the protection layer formation coating liquif containing particulates capable of displaying a function for preventing the adhesion of external substances to the protection layer 13, and the volume average grain size of the particulates is reduced so that the surface roughness of the protection layer 13 becomes ≤1μm. Thereby, the surface of the electrifying roller 2 becomes smooth and the protection layer 13 with uniform film thickness can be formed. At the time of electrifying an image carrier 1 by rotating the electrifying roller 2 provided with the protection layer 13, a distance between the electrifying roller 2 and the image carrier 1 is maintained at an approximately fixed distance, so that uneven electrification is not caused on the image carrier 1, and the occurrence of surface stain and image irregularity which are caused by the uneven electrification of the image carrier 1 are prevented.
