SOLUTION: The element is provided with a solid electrolyte film 5 consisting of solid electrolyte having hydrogen ion conductivity, a first electrode 6 with catalytic function and hydrophilicity formed at one side of the solid electrolyte film 5, and a second electrode 7 with catalyst function and water repellency formed at the other side of the solid electrolyte film 5.
