PURPOSE: To increase an active material and electrolyte retainability and to increase productivity by producing an electrode by a paper production process with an active material raw material and an electrolyte retainer raw material which are formed so as to be capable of applying the paper production process.

CONSTITUTION: A positive electrode 5 is produced by a paper production process in a porous state in which an active material raw material comprising Pb powder and PbO2 powder is held in an electrolyte retention layer comprising lead fibers and glass fibers. A negative electrode 6 is produced by a wet paper- production process by the use of Pb powder as an active material raw material and by the use of lead fibers and glass fibers as an electrolyte retention raw material. By this constitution method for electrodes 5, 6, a current collector, an active material layer, and an electrolyte retention layer are simultaneously formed in the electrode, and the producutivity of the electrode is increased. Since the active material layer and the electrolyte retention layer are mixed, a large amount of electrolyte is retained in the active material layer.
