The electrode lifting control device 20 is constructed by an impedance control circuit composed of an adder 11, a multiplier 12 and an amplifier 13, a current uniformity control circuit composed of an adder 21 and an amplifier 22, and a switching part composed of an adder 23, an absolute value calculator 24, a comparator 25, a comparator 26, a confirmation timer 27, a flip-flop 28 and a switching circuit 29. When decided that arc current has got in a stable state, it is switched from the impedance control circuit to the current uniformity control circuit, and an electrode lifting device 8 is operated.
