To provide a method for manufacturing a porous membrane wherein the durability of the membrane can be improved without deteriorating proton conductivity even under conditions to which a dryness and moisture cycle and a hot and cold cycle are added, and to provide an electrolyte membrane manufactured thereby.
The method includes the steps of: filling holes 21a with fluid L by impregnating a porous membrane 21A made of a resin, in which the plurality of holes 21a extended in a direction of crossing to a film thickness direction D are formed, with the fluid L; expanding the fluid L filled in the holes 21a while freezing the fluid L; and thawing the frozen fluid L and draining the fluid L from the holes 21a.
