PURPOSE: To improve electrolyzing efficiency by juxtaposing many electrode plates in an electrolytic cell and providing an impeller for feeding the original liquid supplied into the electrolytic cell toward the spaces between the electrodes to the side part of the juxtaposed electrode plates.

CONSTITUTION: The many electrode plates 2 are juxtaposed in the electrolytic cell 1 and the impeller 3 for feeding the original liquid supplied into the electrolytic cell toward the spaces between the electrode plates is provided to the side part of the juxtaposed electrode plates. More specifically, the original liquid is circulated vertically in the electrolytic cell, by which the stagnation of fine flocks, etc., between the electrode plates is obviated and the original liquid is uniformly and efficiently electrolyzed.
