CONSTITUTION: An inside electrode 3 and an outside electrode 4 are concentrically arranged in an electrolytic cell main body 1 and the interior of the main body 1 is partitioned into a pair of electrode chambers (electrolytic chambers) 6, 7 by the first electrolytic diaphragm 5 stretched between the electrodes 3, 4. A second electrolytic diaphragm 9 is stretched on the surface side of the anode 3 in the anode chamber 7 to form a third electrolytic water chamber 10. After the electrolytic cell main body 1 is filled with water, DC electrolytic voltage is applied across the anode 3 and the cathode 4 to form not only acidic water in the anode chamber 7 but also alkaline ionic water in the cathode chamber 6. At this time, impurities such as aldehyde or the like are generated in the vicinity of the anode 3 but, since the impurities are confined in the electrolytic water chamber 10, a beauty liquid containing no aldehyde is formed in the cathode chamber 7.
