The vacuum pump 3 draws a vacuum from the degassing tank 2, a preservation tank (A)5 and a preservation tank (B)6 in order to degass the pure water in the degassing tank 2, the functional water in the preservation tank (A)5 and the functional water in the preservation tank (B)6. An electrolytic cell 4 is constituted so as to introduce the degassed water from the degassing tank 2 and an electrolyte 19 to start electrolysis. The preservation tanks (A)5 and (B)6 preserve the functional water from the electrolytic cell 4 and a chelating agent is cast into the preservation tanks (A)5 and (B)6 from a chelating agent mixer (A)10 and a chelating agent mixer (B)11.
