To provide an electromagnetic brake and electromagnetic clutch which reduce the collision sound at attraction and release of an armature.
An electromagnetic brake 10 which comprises an armature 11, a magnet yoke 15 for attracting the armature 11, an exciting coil 14 for magnetizing the magnet yoke 15, a disk 16 and a plate 12, and executes brake operation through the utilization of friction in the clearances of the armature 11 with the disk 16 and plate 12, is equipped with a shock absorber 50 provided with a movable mass body 52 with a prescribed weight to which a momentum of the armature 11 is transmitted through the medium of the magnet yoke 15 or disk 16 and plate 12 at the collision between the armature 11 and magnet yoke 15 or the collision of the armature 11 with the disk 16 and the plate 12 of the armature 11, and a damping material 53 for damping a momentum of the movable mass body 52.
