To provide an electromagnetic coupler which realizes a larger coupling range while having a coupling strength comparable to the strength achieved in the past, and an information communication device having the electromagnetic coupler.
The electromagnetic coupler comprises: a plurality of conductor patterns 2 formed in a first plane to be spaced away from each other; a ground pattern 3 formed in a second plane in parallel with the first plane, and grounded; a first linear conductor 4 formed perpendicularly to the first and second planes, having a length shorter than a quarter wavelength of a frequency used, and having one end connected to one of the conductor patterns 2, and arranged so that power is supplied from between the other end and the ground pattern 3; and a plurality of second linear conductors 5 formed perpendicularly to the first and second planes, having a length shorter than a quarter wavelength of the frequency used, connecting between each conductor pattern 2 and the ground pattern 3, and arranged in number so that at least one second linear conductor is formed for each conductor pattern 2.
