An outer peripheral surface of a diaphragm 40 is fixed to a side surface of an electromagnetic case 10, and a valve case body 50 and a valve case cover body 60 are fixed to both sides of the electromagnetic case 10 in a state that the diaphragm 40 is pressed thereby. An inlet valve 120 and a discharge valve 130 are respectively mounted in the specific directions with the predetermined functions in the valve case body 50. On this occasion, the inlet valve 120 and the discharge valve 130 fixed with the valve function, are respectively formed out of a silicone elastic material. As the silicone elastic body, the silicone rubber can be exampled as the optimum one.
