To provide an electromagnetic valve and a brake control device, capable of improving heat dissipation of a coil.SOLUTION: A shutoff valve 12 comprises: a coil 101a wound around the outer periphery of a bobbin 111; a cylinder 102 that abuts on a protrusion 117 formed on the inside of the bobbin 111; and an armature 103 that is disposed inside the cylinder 102 and is moved in a winding axis direction of the coil 101a by electrification of the coil 101a.SELECTED DRAWING: Figure 2
