To provide an electromagnetic wave absorber which efficiently absorbs electromagnetic waves over a broad band.
A first conductive element 12 in a first conductive element layer 5 has cross-shaped holes 30 and square holes 31. Square holes 31 are provided in an area surrounded by cross-shaped holes 30 arranged in lines. The first conductive element 12 has a shape, in which the multiple holes 30 and 31 are formed, and is formed in an electrically continuous manner throughout an electromagnetic wave absorber 1. Electromagnetic waves, incident from the side of first conductive element layer 5, are efficiently received by the first conductive element 12, multiply-reflected inside, and then absorbed by a loss material, especially a first loss material layer 4 that is an electromagnetic wave absorption layer. By continuously forming the first conductive element 12, the receiving efficiency for electromagnetic waves in a broad frequency band is increased so that electromagnetic waves in the broad frequency band are collected with high collection efficiency and absorbed.
