To provide an electromagnetic wave absorber where a material which contains aggregate using slag in which steel manufacturing dust is redissolved as a raw material is used, and an S21 parameter value becomes -4 to -20 dB at a frequency band of 5 to 8 GHz.
The electromagnetic wave absorber is composed of the mixture of the material containing the aggregate using the slag obtained by redissolving the steel manufacturing dust as a raw material and a binder, and shows reflection absorption characteristics where the S21 parameter value (unit: dB) when TE waves are allowed to enter obliquely at an angle of 30° for measurement in units of 50±30 mm in thickness backed with a metal plate exists within a range of -4 to -20 dB at the frequency band of 5 to 8 GHz.
