The insulator 20 arranges a Gunn diode 40, as a passive element, in a microstrip line that is configured such that polyimide contains a finely particulate magnetic material having a permeability of zero or minus at a predetermined frequency. An electronic device 2 is configured by combining a Gunn diode 40 and a microstrip line. An electromagnetic wave having a predetermined frequency at which the Gunn diode 40 oscillates is transmitted in the microstrip line with a low loss.SELECTED DRAWING: Figure 9
