The electron-emitting element flat panel display device includes a pair of a rear board and a translucent front board that are opposite to each other across a vacuum space, an insulator layer formed on lower electrodes formed respectively on the surface of rear board that is closer to the vacuum space, and an array of electron-emitting elements on the rear board which make up upper electrodes that are formed on the insulator layer to face the vacuum space. The flat panel display device also includes a plurality of bus electrodes electrically connecting the upper electrodes that are adjacent to each other independently, and an insulating protective film between the bus electrodes and the insulator layer and between the bus electrodes and the rear board.
