An electronic control device 100, in which an arithmetic device 11 executes a program to control an internal combustion engine 300, includes a load level monitor means 42 for monitoring a load level of the arithmetic device, and a shift-up means 43 for reducing a change gear ratio of a transmission when the load level is at a threshold value or larger.
