In the device, a PWM drive control input is connected to a logic circuit of 7 WG for driving the PWM drive control input in parallel connection with a coupling capacitance and a DC voltage shift diode; a power-source voltage of the logic circuit for driving the PWM drive control input is set to +1.8 V; and the horizontal synchronization signal pulses of 33 kHz or more are connected to the logic circuit for driving the PWM drive control input.
