A data storage part 122 is divided into a plurality of blocks having the prescribed number of data storage areas. A data processing part 121 disperses measured data for one period of the periodical reading into the plurality of blocks so as to be stored in the data storage area of each block. When the measured data exceeding the threshold value is not included in the measured data dispersed and stored in the plurality of blocks, the measured data stored in the other subsequent block other than the initial part of the block among the plurality of blocks stored with the measured data is eliminated, and the measured data in which the reading for the next period is performed is dispersed into the subsequent plurality of blocks including the block from which the measured data is eliminated, and stored in each data storage area of the subsequent plurality of blocks including the block from which the measured data is eliminated.
