PURPOSE: To exactly charge a tool according to a charging value corresponding to the type of a vehicle by performing communication through an antenna for charging with an on-vehicle equipment mounted on the vehicle and providing the personal information of a driver and vehicle information specific to the vehicle.
CONSTITUTION: An antenna controller, which receives a response signal from the on-vehicle equipment through antennas 20-22 for confirmation, transmits those data to a local controller after the signal is confirmed each other. Further, a VS master controller performs control so that the rear edge of the vehicle to pass a third gantry 3 can be detected by vehicle separators 23-28, and detected vehicle detection information is transmitted to the local controller. Then, the passing vehicle is specified by collating the information with vehicle detection signals from vehicle detectors 14-19 and it is judged whether the vehicle does not own an IU, whether the vehicle does not respond to the communication and whether the passing vehicle is illegal or not from the communication result. When photographing conditions are satisfied, cameras 8-13 for monitor are designated by the vehicle detection signals, and a photographing command is transmitted to an ECS.
