A user registers personal information in which an e-mail address is a requirement and an account for settlement in a settlement mediation institution. A seller requests the settlement mediation institution to give an identification symbol to merchandise or a service. The settlement mediation institution stores applied user information and merchandise/service information in a database. The user transmits an e-mail order where the identification symbol of the merchandise/service is written in a subject to a settlement mediation server. The settlement mediation server collates the received mail with the database, obtains the merchandise/service information from the identification symbol written in the subject and the user information from the transmitter mail address, decides the acceptance/rejection of purchase from the account balance of the user, performs processing for service/merchandise providing and the settlement processing of the account for settlement of the user in the case the purchase is decided to be acceptable, returns the information of the processing for the service/merchandise providing and the settlement processing, and returns to the effect that the purchase is not acceptable in the case of rejection.
