To provide an electronic settlement system which makes settlement at an actual store and a net store and money transfer between individuals safe and easy.

An electronic money/electronic wallet (DWT) 1 is in portable card structure storing only a key code. A DWT issue/exchange device 2 identifies a user with the key code for its issue and the depositing and withdrawal of cash. An electronic wallet server 4 performs the back management of the deposited/withdrawn amount or the receipts and disbursements and circulation of the amount of the electronic settlement by users by using the DWT. An EC site 5 authenticates the commerce of the user according to the DWT. User's communication terminal devices 6 and 7 have a communication for the authentication of electronic money of the user and settlement by the electronic money according to the key code read out of the DWT. A store payment device 3 authenticates the electronic money and performs the settlement. A verification server 8 and a distribution server 9 verify the electronic money TDM for transfer for the electronic settlement of the user with the electronic wallet server by circulation only on a network.
