An electronic voting system uses a cash handling device having IC card input means, operation means, display means, communication means for connecting with a financial management server managing user information via a private communication network, and financial transaction control means for performing control of financial transactions. The electronic voting system is provided with electronic voting control means for performing electronic voting processing by using the cash handling device, and switching means for switching between the financial transaction control means and the electronic voting control means. The switching means determines a type of an IC card installed in the IC card input means, activates the electronic voting control means if the IC card is an electronic voting card storing elector information in advance, and activates the financial transaction control means if the IC card is a financial transaction card.
