To achieve high efficiency of power consumption.SOLUTION: A first portable terminal 2C held by a carrier, when a current geographical location is a preset position which is a preset geographical location, includes a control section 29C which sets it in a power saving state under a first condition. The control section 29C, when the current geographical location is any other geographical location than the preset position, sets it in a power saving state under a second condition. The preset geographical location is, for example, a home, a school, an after-school facility or other facilities.
