PURPOSE: To apply the title film on the cover of the antenna of an artificial satellite by attaching radio wave permeability and preventing electrostatic charge due to static electricity from being generated on the other hand, by laminating and forming a germanium film and a silicon oxide film on the raw material of an electric insulator such as glassfiber reinforced plastics, etc.

CONSTITUTION: The title film is constituted in multilayer structure in which the glassfiber reinforced plastic(GFRP)1 that is the electric insulator is used as a base, and the germanium film 2 is formed on the GFRP1, and furthermore, the silicon oxide film 3 is formed on it. The germanium film 2 is filmed by a method of vacuum-deposition or sputtering, etc. Also, the silicon oxide film 3 is filmed by the sputtering, etc. Thus, by forming the thin film 2 of germanium on the GFRP1 that is a radio wave insulator, the radio wave permeability and a few amount of electrostatic charge due to the static electricity can be attached, and it is possible to apply such film on a part which causes an undesir able characteristic by electrostatically charging the static electricity and generat ing spark in a space such as in the artificial satellite as the cover.
