A conductive detecting tube body 1 is inserted to be insulated from pipings 9a, 9b in midways of the pipings 9a, 9b of the conduit, via insulating bodies 8a, 8b, the detection obstruction body 6 connected electrically to the detecting tube body 1 is provided inside the detecting tube body 1, the detecting tube body 1 is wired to the electrostatic quantity measuring meter 4, and the electrostatic quantity generated when the particles 2 of granules collide with surfaces of the detecting tube body 1 and the detection obstruction body 6 is thereby measured by the electrostatic quantity measuring meter 4.
