A plurality of rectangular base electrodes 27 are arrayed in parallel on the top face of a fixed board 22, and the electrets 28 are formed on each base electrode 27 respectively. The width of each electret 28 is wider than that of the base electrode 27, and the electret 28 coats the exposed surface of the base electrode 27. A movable board 23 is arranged in parallel to be opposed to a surface mounting the electrets 28 or the like on the fixed board 22, and the movable board 23 can be moved relatively to the fixed board 22. Rectangular counter electrodes 32 are formed so as to be opposed to the base electrodes 27 respectively on the opposed surface of the movable board 23.
