PURPOSE: To obtain a stable high-quality image by eliminating the biased distribution of electrostatically charged amount on a toner layer formed on a toner carrier, forming the toner layer presenting uniform and excellent electrostatic charging, and developing an electrostatic latent image.
CONSTITUTION: In this electrostatic latent image developing device, toner 2 is supplied to the toner carrier 5, and the supplied toner is formed as a uniform thin layer on the toner carrier 5 by a toner layer thickness regulating member 6, then the electrostatic latent image on an electrostatic latent image holding body 7 is developed by the toner of the thin layer. Then, a dielectric layer made of the same material is formed on the surfaces of the toner carrier 5 and the regulating member 6, and the film thickness of the dielectric layer on the surface of the regulating member 6 is formed to be thinner than that on the surface of the toner carrier 5.
