Voltages, applied on upper external four polarized ring electrodes 15b and lower external four polarized ring electrodes 15d are changed with phase differences in accordance with the rotation of suspended material 11 whereby the strength of electric field about the material 11 is rotated in the vertical direction. On the other hand, the position of irradiation of irradiating position movable type heating laser against the material 11 is changed up-and-down and left-and-right in accordance with the rotation of the suspended material 11. In this case, an oxygen partial pressure regulating device discharges or absorbs oxygen in accordance with the change of oxygen concentration in atmospheric gas in a chamber. Further, a magnet, arranged on the upper central electrode, bends the passage of electron 13, generated from the electrodes, into directions deviated from the material 11.
