Abstract:

To provide an electrostatically implanted brush wherein brush bristles and an adhesive layer are firmly joined and the strength of the brush bristles can be reduced, and to provide a developing device and an image forming apparatus.

In a developer supply roll 13, brush bristles 31 are electrostatically implanted into an adhesive layer 32 of a base material 34. The brush bristles 31 are hollow.
