It is constituted of a first eccentric cam 5 installed on an output shaft 3, a second eccentric cam 7 installed on the same shaft as a rotational center of this first eccentric cam 5 free to rotate and a ramp 1 to support through a pin 9 installed free to rotate by decentering eith a center C on this second eccentric cam 7. In this case, the first eccentric cam 5 is devised to rotate through the output shaft 3 by fixing the output shaft 3 of a motor at a position decentered by a distance (a) from its center C and driving this motor. Additionally, the pin 9 is installed free to rotate through a bearing 8 at a position decentered by a distance (b) from the center C of the second eccentric cam 7 (first eccentric cam 5).
