The car-inside using condition monitor means 7 performs analysis such as a comparison of the transmitted image data with a held pattern, and estimates the number of passengers in of the car 1, a type of an instrument which belongs to a passenger such as a wheelchair, a vacant space in the car 1, the action of the passenger and or the like, and monitors a using condition in the car 1. By this structure, a security camera is not required to be installed in the car 1.
